Default Elemental damage and hit locations

Physical attacks have a certain chance to hit a certain part of the body, 3/8 to hit the chest, 2/8 to the legs, and 1/8 to the hands, head and feet. After using the calculator here on the Guru I figured it would be a good idea to upgrade my Dreadnought's Insignia to a Sentinel's Insignia. Before I do though I want to know if elemental damage from magical sources follows the rules for hit chances or always hits a certain part of the body. Does anybody know?

Yes, any kind of armor dependent damage have a chance to hit a certain body part.
Rumors like meteor always hits the head or AoE-skills like firestorm always hits the chest are wrong.

Another (old) rumor that was around for a while was that spells never hit the "gloves" or "hands" (see unofficial wiki discussion on hit research for reference).

New research suggests that this is no longer in line with current game mechanics (see unofficial wiki discussion on New research about Hit Locations)
